Do some companies not charge a return check fee?

I wrote a check to Target for my credit card payment. The check was retured and my bank charged me $35. I called Target today and told them I had a returned check and wanted to make good on it. The guy said all I had to do what make a payment by phone. I asked was there a return check fee and he said, ';NO';. So I made a payment over the phone and he said the other check would be voided. Is this true? I thought they would re-deposit it or even send it to collections. Should I call and ask someone else?
