do i need insurance to secure a personal loan for bad credit?

there is a company in buffalo new york that said they can give me a 20,000 loan sent me the contract,but them due to my credit i needed to come up with 1,800.00 to secure the loan.but i will receive it back in 3 months after i have made my payments on time does this make sence to anyone.please help.
